If your facility will be ordering and storing sodium pentobarbital on the facility site, a Louisiana licensed veterinarian OR one certified CAET at your facility must be registered with Louisiana Board of Pharmacy – Controlled Dangerous Substance Program (CDS) – for Schedule II-N drugs, and with the Drug Enforcement Agency (DEA) for Schedule II-N drugs. Sodium pentobarbital cannot be stored on the facility premise if no one is registered with LBP-CDS and DEA for the facility. Only one person can register for the facility (even if only with Schedule II-N status) and it must be either a Louisiana licensed veterinarian or a Louisiana certified CAET.

Lead CAET Designation – The CAET who holds the LBP-CDS and DEA drug registrations to purchase Sodium Pentobarbital for the animal control facility of employment and who have been authorized by the animal control facility may apply to the LA Board of Veterinary Medicine for “Lead” designation of his/her Louisiana CAET certificate. The “Lead”-designated CAET of a facility may apply with LBP-CDS and DEA to add chemical capture drugs (Schedule III-N drugs) to their drug existing registrations for purchase, storage, and use chemical capture drugs at the facility.

If you are an actively certified CAET with the Board and wish to apply for “Lead” designation, please follow the steps below:

    1. Complete and submit the signed and notarized Lead CAET Application Form – Click here to Download the Lead Designation Application Form;
    2. Submit a copy of your current, active CDS drug license from the LA Board of Pharmacy indicating your Schedule II-N drug status;
    3. Submit a copy of the shelter’s current DEA drug registration with the current Lead CAET’s name whom you will be replacing.
    4. Submit proof of completion certificate for a Board-approved training course in chemical capture.
      At this time, the only Board-approved chemical capture training course is given by Louisiana Animal Control Association (LACA) during the end of July/first week of August, and the course given by Safe Capture International, Inc.
    5. Once you are notified by the LBVM that your Lead CAET designation has been approved, you will log into the LBVM License Portal and download your updated CAET Certification.
    6. You will then need to contact the LA Board of Pharmacy (225-925-6496; info@pharmacy.la.gov) to have your status verified and your CDS drug license amended to include the Schedule II-N drugs AND Schedule III-N drugs, giving you access to pentobarbital, ketamine, and telazol.
    7. Contact the DEA to request that the shelter’s DEA license change to include your name on the license and to include Schedule III-N drugs (if it does not already).
    8. Email a copy of both your updated CDS license and the updated shelter’s DEA license to the Board at admin@lsbvm.org.
